The Department of Public Welfare (DPW) interviews people who would like to adopt Thai children. Thais take good care of their children, and foreign adoption is relative rare there.

We adopted from Thailand precisely because the program there is small and well run.

Although Thais are very loose when it comes to some things (like getting places on time), they can be very exacting when it comes to paperwork. Adopting from Thailand requires filling out a lot of forms, talking to a lot of people, and answering questions posed by a panel put together by the DPW.

They ask you things like why you adopted from Thailand, whether you can support your child, why you are adopting, and so on.
